On 26 April 2013, the reading room of P. R. Slaveykov District Library hosted a one-day work meeting on the topic of provision of e-employment services. The meeting took place with the cooperation of Veliko Tarnovo District Governor’s Office and in partnership with the regional structures of the Employment Agency – the Labor Office Directorates in Veliko Tarnovo, Gorna Oryahovitsa and Pavlikeni.
Meeting participants included library specialists from the municipalities of Veliko Tarnovo, Gorna Oryahovitsa, Pavlikeni, Elena, Strazhitsa, Zlataritsa, Suhindol and Lyaskovets – a total of 35 representatives of target libraries in the above municipalities.
The meeting was opened by Mr. Ivan Alexandrov, Director of the District Library in Veliko Tarnovo and GLB District Coordinator for Veliko Tarnovo district.
At the meeting, library specialists had the opportunity to receive information about government policies and the measures that could be implemented to counter unemployment, about programs and projects funded by the state budget and through the Human Resources Development Operational Program and for whose promotion libraries can play a key role. Presentations were delivered by Katia Antonova from the Labor Office Directorate in Veliko Tarnovo, Nelly Nikolova from the Labor Office Directorate in Gorna Oryahovitsa and Margarita Geba from the Labor Office Directorate in Pavlikeni.
In addition to the Labor Office Directorate representatives who presented current e-employment measures, programs and projects, representatives of the District Governor’s Office – Tsanko Iliev, Secretary of the Committee for Interaction with the Small and Medium Business, and Ventsislav Uzunov, Employment Advisor at the Confederation of Independent Trade Unions in Bulgaria – also took part in the meeting.
Assoc. Prof. Milen Mihov, Deputy Rector of Sts. Cyril and Methodius University of Veliko Tarnovo, presented student career development programs and talked about how libraries can be of help to the university administration in the implementation of information dissemination activities.
The Concept for Development and Implementation of Innovative e-Employment Services developed by GLB employment, health and culture consultants was presented by Kalina Ivanova, Deputy Director of P. R. Slaveykov District Library. Her presentation included information about international and Bulgarian experience to date and the activities implemented by the host library.
The work meeting agenda also included presentations on alternative opportunities for e-employment and the ways for finding employment. The topic was presented by Violeta Belcheva, Manager of Perfecta Job Brokerage Service in Veliko Tarnovo, who also took active part in the afternoon panel interactive module and group work activities and organized work-at-home jobs simulation training for participants.
Last but not least, the work meeting agenda included sharing target libraries’ experience in implementing partnerships with regional employment structures and launching the processes of provision of e-employment services. Presentations on these topics were delivered by Petya Keremedchieva from the Municipal Library in Gorna Oryahovitsa, Tatyana Boneva from the City Library in Elena, and Milena Marinova from the library at Napredak Public Chitalishte in Lyaskovets. Together with the Labor Office representatives, librarians discussed questions of interest and clarified some ambiguities and problems related to the provision of e-employment information.
The second work meeting on e-employment services took place on 3 July 2013 in the training center of the library at Otets Paisii Public Chitalishte in Polski Trambesh. It was organized with the cooperation of Polski Trambesh Municipality and regional employment services – the Labor Office Directorate in Svishtov and its branch office in Polski Trambesh. Meeting participants included 35 library specialists from the municipalities of Polski Trambesh and Svishtov. The structure of the work meeting was similar to the one held in April in Veliko Tarnovo.
Ms. Tanya Gutseva, Director of the Labor Office Directorate in Svishtov, delivered a detailed presentation on current state funded measures, programs and projects to which chitalishte are eligible to apply as beneficiaries and under which unemployed persons can be hired.
Assoc. Prof. Nikolay Ninov, Director of the Career Development Center at D. A. Tsenov Academy of Economics in Svishtov, presented the employment opportunities provided by the center. Milena Savova, Chief Expert at the Labor Office Directorate in Svishtov, presented comprehensive information about the information services related to job vacancies abroad provided by the EURES portal.
Again, the interactive module wrapped up with simulation training in work-at-home jobs moderated by Violeta Belcheva, Manager of Perfecta Job Brokerage Service in Veliko Tarnovo, during which librarians demonstrated creativity and made beautiful bead jewelry. The sharing of colleagues’ experience in working actively with the Labor Office Directorates inspired the others to take active part in the provision of e-services to the target group of unemployed people, thus utilizing effectively the provided technical equipment and being active partners to other government institutions in the provision of information to the public.
