“The Glob@l Libraries – Bulgaria Program: Basis for Local Partnerships” Regional Thematic Meeting in Sofia District

On 26 – 27 September 2012, the regional thematic meeting “The Glob@l Libraries – Bulgaria Program: Basis for Local Partnerships” took place at Pravets Palace Hotel in the town of Pravets. This was the second thematic meeting for Sofia district attended by more than 50 librarians from the district’s northwest municipalities (Botevgrad, Pravets, Svoge, Etropole and Kostinbrod) and representatives of the target libraries from Sofia municipality.

 

Ms. Natalia Pancheva, Senior Culture Expert at Pravets Municipality was an official guest of the event and gave a welcome address to participants.

 

The Glob@l Libraries – Bulgaria Program was represented by Krasimira Kaneva, Regional Manager at the PMU, Galina Rasheeva and Galya Tomova, GLB District Coordinators for Sofia City and Sofia District. Other guests included Vanya Radeva from the Regional Information Center in Sofia District, and Kalinka Nikolova, Teacher in the town of Bozhurishte.

 

The meeting was opened by Galina Rasheeva, GLB District Coordinator for Sofia City. She pointed out that the focus of the thematic meeting was on local partnerships with educational and cultural institutions, local authorities and the business. The meeting aimed to coordinate the efforts of all partners for the adoption of new e-services which is also the main purpose of the Glob@l Libraries – Bulgaria Program.

 

Natalia Pancheva, Senior Culture Expert at Pravets Municipality, presented the municipality’s history and the activities of its eight chitalishte.

 
Krasimira Kaneva, Regional Manager at the GLB PMU, presented the program’s priorities in the delivery of the district thematic meetings – innovative services, good practices, partnerships, volunteer activities. She pointed out that the highlight of all meetings is the adoption of new library services that can be innovative, based on good practices and implemented with the support of volunteers and partners. The speaker also presented examples of good library practices from Bulgaria and other GL grantee countries.
 
Mihaela Andonova, Librarian at Svetlina 1896 Public Chitalishte in the village of Gara Bov, shared her experience from the international meeting of young librarians under the Global Libraries Program held in August in Latvia.

 
Vanya Radeva, Expert at the Regional Information Center in Sofia, spoke about the opportunities for joint activities with the GLB program.

 
Zoya Geleva, Chief Librarian at Gradishte 1907 Public Chitalishte in Svoge, presented the effect of the new library services on the local community and shared personal opinion and library users’ stories.

 
Kalinka Nikolova, Teacher of Literature at Hristo Toprakchiev Secondary School, and Tsvetanka Nikolova, Librarian at Hristo Botev 1934 Public Chitalishte in Bozhurishte, presented their partner projects focusing on activities with children and school goers.

 
Tatyana Krustanova, Librarian at Ivan Vazov Public Chitalishte, Kostinbrod, spoke about the multifaceted activities of the library in Kostinbrod as a modern information center.

 
Lyudmila Chudomirova, Chief Librarian at Hristo Botev 1884 Public Chitalishte in Botevgrad, presented to participants the library’s partner initiatives.

 
Yulia Marinova, Librarian at St. Ivan Rilski 1926 Public Chitalishte in the village of German, shared her experience in the work with the library’s youngest visitors.

 
Two meeting sessions were dedicated to group work activities. Participants were divided into five groups where each group had to develop a new e-service for a specific target group. The services were to be ICT based and adopted with the participation of local partners.

 

Target user groups were identified as follows: business, pensioners, children and school goers, unemployed people, minority groups.

 

Services development steps included as follows:
1. Service identification and naming

2. Partners
3. Service adoption activities
4. Resources / budget

5. Media presentation
6. Expected results: social and economic effect on the local community


Following group-work activities, a speaker from each group presented to all participants the newly identified service. Results by target groups include as follows:

 

GROUP 1

Business: Service – Provision of information about funding opportunities under the Operational Programs and training facility and equipment; part of the group of e-business services.

The services will be provided mainly in partnership with RIC Sofia but cooperation with professional business organizations will also be solicited. Partnerships will be based on written memoranda or agreements. The effect of the service will be measured through the funds received by the local business (the local community). Business development reduces unemployment and hence unemployment benefits which will in turn alleviate the state budget. It is expected to see an increase in donations for the library and the chitalishte.

 

GROUP 2

Pensioners: Service – “Teach Me to Teach You” – ICT and e-skills training of pensioners.

The service is targeted at pensioners and envisages partnership with pensioner’s clubs, agricultural cooperatives, local hunters’ groups and other organizations involving pensioners. Trainers will include, in addition to librarians, school goers and young people, amateur performers from the chitalishte, volunteers, and library training graduates. The service will aim to replicate the effect by reaching out to a maximum number of senior citizens.

 

GROUP 3

Children and school goers: Service – “A Day in the Fairy Tale World”, e-education. The service is targeted at school children up to 4th grade and aims to develop their creative skills. Assisted by online information, fairy tale reenactment ideas and scenarios will be developed. Preparation activities will be distributed among partners – mainly schools and the municipality – and provided for in a written agreement. The reenactments will be recorded and distributed among partners and interested parties – schools, chitalishte, parents, etc.

 

GROUP 4

Unemployed people: Service – Provision of information about job vacancies, e-employment.

Partners include the Employment Office and local business. The former will provide information about job vacancies suited to the respective settlement. Based on the good relations between librarians and the business, the former can also refer unemployed people directly to businessmen who offer job vacancies. In addition to receiving information, unemployed people will also be able to learn how to write motivation letters and CVs at the library.

 

GROUP 5

Minority groups: Service – Raising the family planning awareness of Roma women and young people. Librarians will prepare information materials on the topic and organize free lectures and medical examinations. The service will be provided in partnership with the Municipal Social Assistance Directorate, public health services, volunteers, Roma NGO leaders. The service will have a strong social and economic effect since it can results in enhanced education and cultural level of the community and reduced expenses for bringing up neglected and uneducated children.
