E-Services

The Glob@l Libraries – Bulgaria Program supports libraries in the development and provision of new ICT based services to users (e-services).
 
E-services meet local communities’ information needs in various thematic areas by using web based resources. 
 
In August and September 2012, the Glob@l Libraries – Bulgaria Program Management Unit contracted three consultants to develop e-services concepts in the areas of employment, health and culture.
 
E-employment is an innovative library service providing up-to-date and accurate information in the labor market area: job vacancies, opportunities for participation in training and re-training courses, employment related project funding, etc. The provision of this service by libraries is based on the signed Memorandum of Understanding with the Employment Agency (at the central level) and the established partnerships between libraries and the Regional Employment Office Directorates and Labor Office Directorates (at the regional and local levels).
 
E-health is a library service where libraries: provide reliable and accurate information on health related topics by active usage of ICT; organize events for various target groups involving experts from the Regional Health Inspectorates, etc. The provision of this service is based on the signed Memorandum of Understanding with the Ministry of Health (at the central level) and the established partnerships between libraries and the Regional Health Inspectorates (at the regional level).
 
E-culture is a service focusing on the provision of cultural products, organization of cultural events and initiatives for local communities. 
 
The e-employment, e-health and e-culture consultants have worked in close cooperation with librarians united in interest based groups.
 
In end 2012, they finalized their concepts, researched good practices of Bulgarian and international libraries in the three areas, systematized online resources for libraries to use and formulated concept proposals for pilot projects in the three areas.
 
The developed concepts were incorporated in the training materials for the “Library E-services” advanced training in Thematic Area 3.
 
E-employment, e-health and e-culture concepts, described good practices and lists of available and accessible for libraries online resources in these areas are presented in the respective sub-sections of this section.
 
Apart from the aforementioned three areas, GLB target libraries also provide other new services to their users. An example of such a service is the “Keep up with Taxes” campaign, implemented jointly by the National Revenue Agency (NRA), the Ministry of Education, Youth and Science and GLB target libraries. The service is based on the signed Memorandum of Understanding with the NRA (at the central level) and the established partnerships with NRA territorial units (at the local level).
 
Librarians participating in the Glob@l Libraries – Bulgaria Program also take active part in the organized local level thematic meetings. These meetings constitute an important tool for sharing good practices and cooperative development of new services for libraries to provide to local communities.
