Shall a submitted application on behalf of a company be considered? If that is acceptable, what documentation is necessary?

As stated in the advertisement, UNDP seeks an individual consultant. Offers submitted by companies shall not be considered.

Shall submitted applications by experts working in a team be considered? If that is acceptable, is a detailed description of each expert's expenditure per activity and/or working day necessary?

Only individual applications, not submitted by teams of experts, shall be considered.

If the replies to the first two questions are negative, is the usage of additional experts' services during the implementation of the terms of reference acceptable, without influencing the price offer?

Yes, if deemed necessary by the selected individual consultant, they could use the services of additional experts within the range of their price offer.

What information should be included in the price offer apart from the end price of the entire service?

The price offer should include only the end price as a total sum. No breakdown of expenses is necessary to be provided.

Please confirm that an individual contractor (person) and not a company is sought for implementing the terms of rerefence.

We confirm that an indiviual consultant (person) and not a company is sought for implementation of the terms of reference.

Is it possible in the process of implementation of the terms of reference the selected consultant to utilize the services of additional consultants for the corresponding additional fees? If so, at what stage should their CV's be submitted and what shall the arrangements for their participation in the terms of reference's implementation be?

Yes, the utilization of services by additional experts is acceptable at the selected consultant's own judgement. If the consultant is planning the inclusion of additional consultants, their remuneration must be envisaged and included in the end price of the financial offer. No CV's of additional consultants need to be provided.

Is it possible during the process of terms of reference implementation the selected consultant to work under the statute of an official member of the Glob@l Libraries - Bulgaria or UNDP teams, in order to make easier contact with the management teams of the large telecommuncations operators working on the territory of Bulgaria?

The selected consultant cannot have the statute of an official member of the teams of Glob@l Libraries - Bulgaria or UNDP. If necessary, an official letter may be elaborated in confirmation of the fact that the consultant is working on a task for Glob@l Libraries - Bulgaria.

Is it possible to include remuneration for possible additional consultants in the price offer? If so, what is the way for defining a sum to be spent in the process of terms of reference implementation?

The price offer should only contain the end price as a total sum. No expenses breakdown needs to be provided. If the consultant intends to utilize the services of additional experts, their remuneration must be envisaged and included in the end price.
