Bulgarian Libraries – Access Points to Information and Communication for All (“Glob@l Libraries Bulgaria” - GLB) – internationally co-funded programme on ICT for development via Bulgaria’s public libraries, led by the Ministry of Culture and implemented by the United Nations Development Programme - seeks to employ qualified individuals for full-time vacancies at the Programme Management Unit (PMU) based in Sofia:
1. Deputy Program Manager - Operations (REF. DPM-O – GLB)
Role description: Key PMU member, reporting to the Program Manager. Manages all GLB operations ensuring adherence to the UNDP planning, implementation and reporting procedures. Guides the procurement, contracting and finance activities in all program components. Summary of requirements: relevant university degree; successful track record in a similar position; strategic thinker; excellent analytical abilities; highly numerical; detail-oriented; able to produce complex document packages; excellent communication and coordination skills; teamwork orientation; ability to work independently with minimum supervision; excellent computer literacy; fluency in Bulgarian and in English.
2. Finance Manager (REF. FM – GLB)
Role description: Key member of the Operations Department, reporting to the DPM-O. Responsible for all matters of project finance planning, management and reporting, as well as full program costing (total cost of ownership calculations). Ensures adherence of GLB’s finance operations to the UNDP financial rules and procedures. Summary of requirements: relevant university degree; proven track record in complex project finance management; excellent planning, formulation, analytical and reporting skills; detail-oriented and highly numerical, excellent computer literacy; effectiveness under pressure; good communicator; teamwork orientation; fluency in Bulgarian and in English.
