Frequently Asked Questions on the Request for Proposals for Production of Documentary Films of the Glob@l Libraries - Bulgaria Program

Question 1:
On page 4, point 7/d6, the text states "3 contracts for assignments similar to the one requested..."
Do all of the contracts need to be translated into English?
 
Answer: As specified in the RFP, point 7 of Annex I, Instructions to Offerors, legal and business documents are to be submitted in a legalized translation into English. However, for the 3 contracts it will be acceptable to submit in English only the relevant parts of the contract related to similar assignments.
 
Question 2:
On page 5 (point 8/d) and page 22 (point IV/1), the words "scenario (story board)" are used.
Please clarify what is meant by "scenario" and "story board".

Answer: By "scenario (story board)" we mean a description in writing of the whole process of creating the content of the film: describing the planned scenes in sequence, describing the places where different scenes will take place and the intended effect of the chosen places and objects, featured people, intended interviews, general conclusion and main messages of the film, as well as the final product in text format, telling the story of the whole film.

Question 3:
What is the desired language of the films? Would you like them to be narrated in Bulgarian, with English subtitles?
 
Answer: The films are to be narrated in Bulgarian, with English subtitles.
 
Question 4:
Is it necessary the Request for Proposal published on the site of “Global Libraries” to be paid for and is this а condition to apply?
 
Answer: The Request for Proposal solicitation documents can be downloaded free of charge from the UNDP Bulgaria website (www.undp.bg) and the Glob@l Libraries – Bulgaria Program portal (www.glbulgaria.bg).
 
Question 5:
In article “d.6” from “Instructions to Offerors” we have to apply copies of at least 3 contracts for assignments similar to the one requested in this RFP.  Do they have to be entirely translated in English or only the part that concerns this similar activity?
 
Answer: As specified in the RFP, point 7 of Annex I, Instructions to Offerors, legal and business documents are to be submitted in a legalized translation into English. However, for the 3 contracts it will be acceptable to submit in English only the relevant parts of the contract related to similar assignments.
 
Question 6:
In article “d.7” “Instructions to offerors” is required the presentation of at least one short movie, as an evidence of compliance of Offeror’s profile with the task of the assignment. Is it necessary this movie to be translated in English and if so, how exactly?
 
Answer: It is not a requirement for the movie to be translated into English.
 
Question 7:
In article “7(a)”, section “Preparation of proposal” there is a proposal submission form to attach the documentation.  It’s not possible to write in or download the English version.  Is it possible to receive on e-mail this form and the rest of the necessary documents in English for the technical proposal?
 
Answer: The Proposal Submission Form will be uploaded in Word format for easier access by offerors.
 
Question 8:
In article “7(b)”, section ”Preparation of proposal” there is documentation to demonstrate that the Offerors meet all requirements of TOR and to support the evaluation of the Offeror’s, management, human resource and methodological capacities – is it necessary the offeror to proof the professional skills of each member of the working group? And if so, with what kind of documentation?
 
Answer: As per point 8.b of Instructions to Offerors, the Offeror should provide a summary of the organizational structure and qualification of its personnel. It is not a requirement to provide documents proving the professional skills of each member of the team.

Question 9:
The presentation of a brief script along with the technical information. "Story board" is mentioned in brackets. Is that a mandatory element of presenting a documentary film concept?

Answer: As per the RFP, point 8. Technical Part of the Proposal, (d) Proposed Methodology, “…the Offeror should develop and propose an adequate work plan and demonstrate a creative approach to presenting a concept, messages of the film, and short sample scenario (story-board)” based on a success story of “Glob@l Libraries - Bulgaria Program”, attached as appendix to the Terms of Reference (Annex III). The presentation of the short sample scenario (story-board) is an obligatory element of the offer.
